Cold Floors: Do You Need Insulation, Air Sealing or Both?
Understand the difference between insulation and air sealing and the questions to ask before treating a cold floor.

Two different jobs in the building envelope
Insulation slows heat transfer; an air barrier controls air movement across the building boundary. They are related functions but not interchangeable labels. The appropriate assembly needs to be evaluated as a whole.
A cold floor may lead a contractor to investigate both, but the symptom alone does not tell you which work is required.

Identify what is below the room
A floor over a basement, crawl space, garage or outside air presents different access conditions. Start by telling the assessor what is underneath and whether that area is heated, finished or difficult to enter.
Note where the floor feels coldest and when. Keep expectations separate from findings until the assembly has been reviewed.

Ask about the boundary, not just the product
Request an explanation of where the intended thermal and air boundaries are located. Ask how the proposed work connects at walls, edges and penetrations, and what existing conditions must be addressed first.
Do not assume a material choice resolves every connection. Ask the contractor to describe the complete scope in terms you can compare.

Resolve access and condition questions
Limited clearance, stored items, finishes or existing damage can affect the work. Ask which areas were actually inspected and whether the proposal depends on assumptions about concealed spaces.
If moisture or deterioration is reported, ask who will evaluate and address it before insulation is installed. An installation quote should not hide unresolved prerequisite work.

Compare installation and disruption
Ask about product, thickness, preparation, access openings, protection and occupancy requirements. A finished ceiling below the floor may introduce repair costs that are absent in an open crawl space.
Request photographs or other agreed completion records, especially where the finished work will later be concealed.

Set a useful completion review
Before contracting, describe the original complaint and agree on how it will be reviewed after the work. Distinguish an installation specification from a promise that every room will feel identical.
For a floor above a garage or near attic knee walls, read the related guides before deciding that the center of the floor is the only area to treat.
